Got kicked out and under 18, does my parent pay child support?

i got kicked out by my father and stepmom in july. my mother still is paying my father child support, and he is keeping the money and not giving any to my guardians like he agreed to when we sat down with child protective services. does he have to pay child support as well? Or do we just get my moms child support check? I live in California, i know the rules are different with every state. PLEASE HELP!
