What is this in an ARMY reserve unit; "Family and Morale Support Officer" as outlined in DA PAM 606-47 ?

Every unit whether reserve or active has one of these. They are responsible for ensuring troops are ready for deployments, their families are ready, they ensure their are activities on base to improve moral, IE field trips and such.
